Hasbro Tapes Them, Hasbro Tapes Them Not....

The reports of "taped" and "not taped' The Black Series [Phase II] store reports are all over the map. We received some of the earliest production figures out of China and none of ours had tape attached. Then I found some at TARGET that had tape. Now JTA reader Hunk of Junk found "without tape" figures at TRU. So it looks like this is hit or miss and who knows why we're even still having these troubles after Bubblegate.
