The Imperial Shock Trooper is indeed a Walmart exclusive thanks to the PRESS RELEASE we received from Walmart.com. It will also be available for pre-order soon on Walmart.com. But you will be able to find him in stores this weekend!
UPDATE: Apologies. I may have jumped the gun on this post. I attempted to post this before I ran out of work for the day and I neglected to read everything carefully. This figure may or may not be available this weekend. Special thanks to JTA reader Jedi Jones for so nicely pointing this out....
